Petrobras has announced an investment in Florianopolis which will see the company open new offices in the area.
The state-owned energy giant said it would build the Institute of Oil, Gas and Energy in the city, which is the capital of the South Brazilian state of Santa Catarina.
A report on oil industry news site Pre-Salt.com claimed the new investment in Florianopolis would house a number of research and development projects, as well as training and human resources services.
It will be located at the city's Sapiens Park technology district and the nine-month construction programme is expected to begin in January 2010.
The institute will be run in partnership with the Federal University of Santa Catarina.
Guilherme Estrella, the company's director of exploration and production, said: "In this challenging environment, we need genuine Brazilian knowledge and alliances with universities are essential to the company."
Earlier this year, energy conglomerate EBX announced a $1 billion (£602 million) investment in Florianopolis which involved the construction of a shipyard to service the Latin American country's offshore oil industry.
