Investment in Rio 'will tackle climate change'

Investment in Rio de Janeiro's waste disposal and transport sectors will help to reduce the city's levels of carbon emissions.
The government project has set targets for cutting greenhouse gases produced by the city by eight per cent in three years' time and by 20 per cent by 2020.
It makes Rio the first city in the Latin American country to be given goals for cutting its emissions, China's Xinhua news agency reported.
The investment in Rio de Janeiro will focus on landfill areas in the city which release methane gas and will also seek to cut the amount of carbon dioxide generated by motorists.
Carlos Minc, Brazil's environment minister, said the programme would require the support of the people as well as state funding.
He said: "When the citizen keeps his car's engine working properly, he is avoiding three holes: in the climate, the lung and the wallet, because a deregulated car spends much more."
The city will outline its emissions-cutting policy at the Copenhagen Climate Change summit next month, alongside political leaders from around the world including US president Barack Obama.
